| Programmatic Biological Opinion on Final 4(d) Rule for the Northern Long-Eared Bat and Activities Excepted from Take Prohibitions |
In 2016, the Fish and Wildlife Service finalized a special rule which defines the take prohibitions for the northern long-eared bat. The Programmatic Biological Opinion (PBO) addresses the potential effects of activities which are not prohibited in the final 4(d) rule. The PBO concludes that adverse effects of the described activities would not lead to population-level impacts or declines in the northern long-eared bat. |

Recreational shooting is a long-standing and allowable use of the Bureau of Land Management (BLM) managed public lands. Over time, recreational target shooting at some sites has come to pose an unknown and unquantified potential risk through deposition of lead and other substances. | Section 7 Consultation Guidance for Preparing a Biological Assessment |
This site described elements of a proper BA. Use it to help guide document analyses to determine whether their actions may affect listed or propose species, designated species, and proposed critical habitat (aka, protected resources). This is a requirement of Federal agencies. Federal agency must 1) request USFWS concurrence with a “may affect, but not likely to adversely affect” finding; or 2) request initiation of formal consultation. Both require a written analysis to be submitted. |

| Wind Turbine Visibility and Visual Impact Threshold Distances |
a study sponsored by the BLM's Wyoming State Office, 377 observations of 5 wind facilities in Wyoming and Colorado were made under various lighting and weather conditions in three different seasons. The wind facilities ranged in size from 34 to 274 turbines and contained several models of turbines with capacities of 1.0 to 2.1 MW and blade tip heights of between 298 and 404 ft (91 and 123 m). |

| Wyoming Toad BA and FWS Concurrence |
The Wyoming toad, which was federally listed as an endangered species in 1984, is only known to occur in a 30-square-mile area in southeastern Wyoming, within the Rawlins Field Office (FO). This Programmatic Biological Assessment reviews the Resource Management Plan of the Rawlins FO and assesses the potential effects of program-level actions on the Wyoming toad and its habitat. The document provides an effects determination for each of the potential actions described. |
