"Water and Soil Management: 3) Hydrostatic test water will be discharged in a controlled manner onto an energy dissipater and within existing ROWs. The water is to be discharged onto undisturbed land that has vegetative cover and with energy dissipation such as using a rock armored apron or gated pipe. Prior to discharge, water should be tested and treated or filtered if necessary to reduce pollutant levels or to settle out suspended particles if necessary. Coordinate all discharge to test water with the SEO [State Engineers Office], WDEQ [Wyoming Dept. of Environmental Quality] and the BLM [Bureau of Land Management]."
