The Federal Land Policy and Management Act of 1976 (FLPMA) established procedures for the development and protection of all lands in the public domain. Approximately 70 million ha (174 million acres) of such lands in the western United States are managed by the Bureau of Land Management (BLM) underĀ· principles of multiple use and sustained yield. BLM is required by FLPMA to make an inventory of the resources of these lands and to prepare comprehensive land use plans consistent with the management goals set forth in the act. In addition, BLM is required by the National Environmental Policy Act of 1969 to prepare environmental impact statements for major actions affecting the environment. The Bureau is now preparing these statements within their grazing management program.
